Here's a character no one (well, ok, few) knows about, It's Yūichirō Tomari, the protagonist of Namco's shoot-em-up arcade game Ordyne, with a re-mastered appearance. This isn't how he appears in the game, but it has matching hair.

It was also brought out on Pc Engine but only in Japan that version has worse graphics though and sound.
